Peter the Great, or Peter I, was the Tsar and later Emperor of Russia who ruled from 1682 to 1725. He is best known for his sweeping reforms that transformed Russia into a major European power. Determined to modernize his country, Peter reorganized the army, built a powerful navy, introduced Western technology and education, and reformed government administration. He founded the new capital city of St. Petersburg, symbolizing Russia’s opening to the West. Though often harsh and autocratic, Peter’s reign marked the beginning of Russia’s rise as a modern imperial state.
