This is a variation on the Inscription: be-qovvat-e aferidegar-e `alam ("by the power of the Creator of the world" inscription of Ogidei), though this type might date to a later period, under Moengke. This type does not seem to be listed anywhere. It seems there was a whole series of these coins with various related inscriptions, most remain unpublished.
