Much of his reign was dominated by warfare with the expanding Arab Caliphate, which continued its attacks on Byzantine territories and developed a powerful Mediterranean fleet. Constans also campaigned successfully in the Balkans and later moved his court to Syracuse in Sicily, apparently hoping to strengthen imperial authority in the western Mediterranean.
