Direct rule by someone named Shapur in Gandhara was exercised over a part of the fragmented Kushano-Sassanian realm. This "Shapur" is often called "Shapur II" but it is not known who he was. He was an independed ruler, controlling a portion of the Kushano-Sassanian realm once it fell apart, or possibly a governor named Shapur, or Shapur II's older brother, also named Shapur [Sakanshah] (circa 325+ AD).
